Returns the last value of a list or value itself when given a
`request.vars` style key.

If the value is a list, the last item will be returned;
otherwise, the value will be returned as-is.

Simulated output with a query string of `?x=abc&y=abc&y=def`::

Abstract classes can override this to customize issubclass(). This is invoked early on by abc.ABCMeta.__subclasscheck__(). It should return True, False or NotImplemented. If it returns NotImplemented, the normal algorithm is used. Otherwise, it overrides the normal algorithm (and the outcome is cached).
